Step-by-Step Fix

Reset Printing System
System Settings > Printers > Right-click list > Reset printing system (Warning: deletes all printers).

Assign Static IP
Go to the printer's web interface and give it a permanent IP address.

Restart mDNSResponder
Open Terminal and type "sudo killall -HUP mDNSResponder".

AirPrint relies on "Bonjour" discovery; if your router blocks multicast traffic, it will fail.
